PPN 002 Social Value Model

Episodic ICCE recognises PPN 002 - Taking account of social value in the award of contracts, the PPN 002 Social Value Model and the accompanying guide as significant public-procurement references for fair work, social value, contract performance and evidence-led delivery. The source set establishes expectations for relevant and proportionate social-value outcomes, buyer-selected criteria, supplier-owned commitments, additionality, contract incorporation, performance monitoring, standard reporting metrics and careful treatment of sensitive or externally supplied data.

Those expectations are practical and evidence-led. For temporary labour activity, they create a need for reliable records showing which contract context the activity relates to; which worker, counterparty and labour route was used; what hours, payroll, statutory, payment, challenge, correction, exception and audit outcomes arose; and which elements depend on external policy, programme, cohort, environmental, wellbeing, training or supplier-spend data. The strongest ICCE relationship is with fair-work and labour-chain evidence, where transparent PAYE route, worker acceptance, pay clarity, dispute visibility, correction history and supply-chain attribution can support buyer-defined and supplier-owned social-value commitments.

ICCE aligns with those expectations as a Collaborative Procurement-Support Provider for ICCE-routed temporary-labour activity. It supports authorised buyers, suppliers, contractors, procurement platforms, contract managers, social-value functions, responsible-procurement functions and auditors by preserving controlled labour-chain evidence relevant to worker route, hours, payroll, payment, supply-chain visibility, KPI reporting, exceptions, corrections and audit lineage. ICCE does not select social-value outcomes, write award criteria, make supplier commitments, evaluate tenders, set scores, monetise social value, certify delivery, decide additionality, or claim Cabinet Office approval.

Episodic maintains a continued alignment commitment by reviewing this statement where PPN 002, the Social Value Model, the guide, outcome population, model award criteria, standard reporting metrics, mandatory-use rules, additionality guidance, procurement-support reporting requirements or ICCE-routed evidence controls are amended, replaced, superseded or materially clarified.
