Procurement Act 2023

Episodic ICCE recognises the Procurement Act 2023 as a significant statutory framework for public procurement, transparency and contract management. The Act, together with the Procurement Regulations 2024, commencement and transitional provisions, and current Cabinet Office guidance, sets expectations for clearer procurement records, supplier information, contract KPIs, performance assessment, payment transparency, subcontracting visibility, contract modification records, termination records and audit-ready evidence.

Those expectations are practical, legal and evidence-led. For temporary labour activity, they create a need for reliable records showing the procurement, framework, call-off, project or contract context; the relevant supplier and counterparty identifiers; the worker and engagement route used; the hours, payroll, payment, KPI, exception, correction, remediation and continuity evidence created; and the boundaries between labour-chain evidence, statutory procurement decisions, public notice publication, supplier-invoice compliance and contracting-authority responsibility.

ICCE aligns with those expectations as a Collaborative Procurement-Support Provider for ICCE-routed temporary-labour activity. It supports authorised contracting authorities, procurement teams, framework providers, contractors, suppliers, commercial teams, contract managers, responsible-procurement functions and auditors by preserving controlled labour-chain evidence relevant to worker route, employment route, hours, payroll, payment, counterparty attribution, supplier-identifier linkage, contract-context reporting, KPI evidence, performance evidence, exceptions, corrections, remediation, continuity, release history and audit lineage. ICCE does not conduct procurement procedures, evaluate tenders, award contracts, operate the central digital platform, publish statutory notices, determine exclusions or debarment, prepare conflicts assessments, assign statutory performance ratings, establish supplier-payment compliance, approve contract modifications, terminate public contracts or determine compliance with the Procurement Act 2023.

Episodic maintains a continued alignment commitment by reviewing this statement where the Procurement Act 2023, Procurement Regulations 2024, commencement position, territorial arrangements, Cabinet Office guidance, notice schemas, KPI or payment-reporting rules, procurement-support reporting requirements or ICCE-routed evidence controls are amended, replaced, superseded or materially clarified.
