National Procurement Policy Statement

Episodic recognises the National Procurement Policy Statement as a strategic public-procurement policy source concerned with value for money, SME and VCSE access, high-quality jobs, innovation, social and economic value, supplier integrity, commercial capability, collaborative procurement and national mission contribution. The NPPS expects contracting authorities to consider which priorities are relevant and proportionate to a procurement, how those priorities should be reflected in procurement or contract activity, and how the authority records its decision.

ICCE aligns with this subject matter as temporary-labour evidence infrastructure. For ICCE-routed activity, it is designed to preserve worker engagement route, PAYE employment, hours, payroll, payment, counterparty attribution, supply-chain visibility, contract-context, KPI, exception, correction, remediation and audit evidence. That evidence can support authorised procurement and contract stakeholders where NPPS-related priorities are applied to temporary labour, fair work, social value, supplier integrity, contract performance or auditability.

ICCE does not determine NPPS applicability, select priorities, establish value for money, classify SMEs or VCSEs, deliver national missions, benchmark procurement capability, select collaborative procurement agreements or certify supplier compliance. Those decisions and duties remain with the relevant contracting authority, supplier, programme owner, evaluator, auditor, regulator, adviser, Cabinet Office function or other authorised body.

Episodic will continue to review the NPPS, section 13 Procurement Act guidance, related procurement policy and ICCE procurement-support evidence capabilities as the public-procurement environment develops.
