UPS-AS-001 - Constructing the Gold Standard Alignment Statement

Episodic ICCE recognises Constructing the Gold Standard - An Independent Review of Public Sector Construction Frameworks as a significant public-sector construction procurement and framework-management reference point. The source sets expectations for stronger framework strategy, collaborative management, measurable action plans, supply-chain engagement, fair-work and social-value outcomes, risk visibility, performance evidence, financial resilience, auditability and shared learning.

Those expectations are increasingly practical and evidence-led. In current verified-framework practice, Gold Standard alignment is not limited to the design of a procurement route; it is also demonstrated through continuing action plans, named owners, timetables, supply-chain collaboration, KPI evidence, risk-register review, case studies and improvement records. For temporary labour activity, this creates a clear need for reliable evidence showing who was engaged, through which route, under what employment and payroll treatment, with what worker-facing outcome, payment record, exception history, correction trail and audit lineage.

ICCE aligns with those expectations as a Collaborative Procurement-Support Provider for ICCE-routed temporary-labour activity. It supports authorised buyers, framework providers, procurement platforms, contractors, suppliers, social-value functions, responsible-procurement functions and auditors by preserving controlled labour-chain evidence relevant to engagement route, worker acceptance, employment route, hours, payroll, statutory outcomes, payment, reconciliation, counterparty attribution, supply-chain visibility, risk, exception, correction, continuity and audit lineage.
