The ICCE intention is to make temporary-workforce delivery a simpler process, by changing the market's operating baseline from one surrounded by regulatory pressure, increasing administrative compliance requirements and payroll intermediary risk to a connected operating model in which agencies are freed from compliance burden and exposure, able to concentrate on the core function of relationships, resourcing and delivery.

What ICCE provides

Agencies must increasingly satisfy client expectations around worker readiness, employment treatment, payroll route, responsible procurement and evidential assurance while still performing their real commercial function: understanding demand, maintaining worker relationships and fulfilling requirements quickly. The present market often makes those additional requirements dependent on a patchwork of payroll intermediaries, employment providers, declarations and separate administrative processes.

ICCE exists to absorb much of that operating complexity into shared infrastructure around the agency relationship. Worker onboarding, engagement management, controlled PAYE employment, payroll, payment and client-facing evidence can be connected through the same environment while the agency remains focused on sourcing, communication, availability and fulfilment.

The result is a simpler agency operating model: less avoidable employment/payroll administration and intermediary exposure, clearer worker outcomes, stronger client evidence and more organisational capacity directed toward recruitment and delivery.

How this is achieved

The ICCE system simplifies the operating infrastructure surrounding recruitment and fulfilment. Agencies remain responsible for the relationships, resourcing and delivery activity that create their commercial value, while ICCE provides connected infrastructure around worker readiness, PAYE employment and payroll so that those functions do not have to be repeatedly assembled around each placement.

The connected ICCE system carries those records onwards into payment and transaction evidence, but the principal agency value is already clear: a large part of the infrastructure surrounding compliant fulfilment is handled through the operating model itself. More organisational attention can remain focused on finding workers, maintaining relationships and responding to client demand.

For agencies, the value of ICCE becomes tangible in the evidence produced through normal fulfilment activity. Worker readiness, employment treatment, payroll processing and worker outcomes remain connected to the work being placed, creating evidence that directly supports the three outcomes most important to the agency operating model: satisfying client expectations, improving commercial focus and strengthening worker relationships.

ICCE keeps those matters connected to the placement, giving the agency attributable evidence of how the requirement was fulfilled rather than leaving assurance dependent on separate declarations and downstream records.

Agency participation

For agencies, ICCE acts as a desktop and mobile resourcing and fulfilment workspace. Agency teams manage their organisation, worker network, client relationships, ICCE Framework participation opportunities, availability and active work through one connected environment, while mobile access supports communication and rapid operational action away from the desk.

The agency remains focused on relationships, recruitment, resourcing and fulfilment. ICCE provides the surrounding infrastructure for identity, worker readiness, formal engagement, controlled employment, payroll, payment and evidence, reducing the amount of administrative machinery the agency has to assemble around the work it places.

Agencies can locate ICCE Frameworks relevant to their organisation and apply to join them, or be invited to participate by the contractor or Framework operator responsible for the environment. Once participation is accepted, the agency can understand the project and supply context attached to the Framework and operate through the same connected workspace.

This creates a clearer route into contractor-led, project-coded supply opportunities while keeping agency relationships, fulfilment activity and resulting evidence connected to the relevant Framework and the work delivered through it.

Access to ICCE

ICCE is seeking feedback, industry insight, consultation and expressions of interest from agencies that want stronger infrastructure for resourcing, worker communication, scheduling and compliant fulfilment. Early engagement will help shape agency workflows, Framework participation, onboarding, live engagement management and client-facing evidence.

The initial launch pool will include selected agencies aligned with meaningful improvements in tax compliance, employment outcomes and responsible procurement. ICCE expects those agencies to gain significant commercial advantage through earlier access to contractor opportunities, stronger fulfilment evidence, improved worker confidence and reduced dependence on umbrella and intermediary routes. Agencies are encouraged to register through the Stakeholder Interest form.
