The ICCE intention is to switch labour-linked capital and risk participation from a process dependent on periodic summaries, distributed records and retrospective financial reconstruction into a controlled, line item level structure supported by attributable, multi-party formed, and timestamped evidence of the activity creating the position.

What ICCE provides

Capital and risk partners rely on accurate, current and attributable information about the operating activity beneath the positions they support. Counterparty identity, labour activity, payroll and payment outcomes, changes, exceptions and supporting evidence all contribute to funding, underwriting, monitoring, claims and portfolio decisions, with the value of that information increasing when its provenance and relationship to the underlying transaction remain clear.

ICCE is designed to add a governed source of operating evidence to that decision environment. As activity progresses, multi-party inputs and system-generated outcomes remain attributable, time-linked and capable of being represented at transaction, project, counterparty and portfolio level. This gives funders, insurers, liquidity participants and other risk partners structured access to the same underlying evidence while preserving their independent models, policies, judgement and decision authority.

The result is better provenance, greater granularity and earlier material-change visibility: a deeper view of the activity creating the supported position, clearer routes back to source and more timely evidence for funding, underwriting, monitoring, claims and risk decisions.

How this is achieved

The ICCE system changes the evidential basis of labour-linked capital and risk participation by forming the underlying operating record before portfolio reporting begins. The financial position therefore retains a connection to the organisations, labour activity and payment outcomes that give that position its meaning rather than becoming detached into a periodic management summary.

This creates an important shift: the partner is not simply being given more reporting. ICCE changes what that reporting is made from. Financial and risk decisions gain access to evidence formed through the operating transaction itself, while the distinct responsibilities of funders, insurers, liquidity participants and ICCE remain separate.

Capital & risk partner participation

Capital and risk partners interact with ICCE through a governed desktop workspace, structured system-to-system data exchange, or both. Access is limited to the organisations, activity and information relevant to the partner's authorised role.

The partner continues to make the decisions belonging to its own role, including funding, underwriting, claims, liquidity and risk decisions. ICCE provides the attributable operating evidence and controlled data environment supporting those decisions without assuming the partner's authority.

Partners provide agreed facility, policy, participation or status information where required and keep relevant changes current.

They review the ICCE activity within their scope, including counterparty and project positions, payroll and payment outcomes, reconciliation, exceptions and evidence status; where automated exchange is appropriate, governed data feeds deliver agreed information into the partner's own systems.

Access to ICCE

ICCE is opening controlled early access to funders, insurers, liquidity participants and other capital and risk partners ahead of general release. Early-access participants can gain a first-hand view of the relevant ICCE environment, understand how governed information, portfolio reporting, monitoring and evidence may support capital and risk decisions, and explore the participation, integration and data requirements that could apply to their organisation.

ICCE intends to launch with a select group of partners aligned with stronger tax compliance, better employment outcomes and more responsible temporary-labour markets. Early access provides an opportunity to understand the system before wider release, review the information and evidence available to relevant financial and risk participants, and explore future commercial, technical or strategic participation. Interested partners are encouraged to register through the Stakeholder Access form.

Stakeholder Access is for organisations that want to understand ICCE more closely before general release. It provides a controlled route to see the current product direction, understand the stakeholder experience relevant to their role and explore what practical participation could look like in their own operating environment.
