Within ICCE, Subcontractors operate only within the works, supply lines and lower-tier areas they are authorised to manage. They can connect approved agencies and workers to the relevant project or works package, monitor fulfilment and keep each labour outcome linked to the organisations and work that created it.
This gives Subcontractors a stronger way to show principal contractors and Buyers what happened below them in the chain. Access to ICCE
ICCE is seeking feedback, practical insight, consultation and expressions of interest from Subcontractors responsible for fulfilling temporary-labour requirements within projects and works packages. Early participation will help refine lower-tier controls, Agency interaction, employment-route evidence and the reporting required by principal Contractors and Buyers.
ICCE intends to launch with a select pool of organisations that share a commitment to stronger tax compliance, better employment outcomes and responsible procurement. Early Subcontractor participation is expected to create significant commercial advantage through clearer labour routes, stronger assurance evidence and a more defensible position within the wider project chain.
