Subcontractors

The ICCE intention is to change lower-tier temporary-labour fulfilment from an opaque delegated chain burdened with modern tax and employment related financial exposure into a simple, attributable labour route through which employment, payment, social value and fair treatment of workers can be evidenced against the work packages they support.

What ICCE provides

Subcontractors often sit at the point where an upper-chain delivery obligation becomes lower-tier labour activity. They need to know which agencies and workers are operating beneath their works packages, how that labour is being engaged and treated, and whether the resulting employment, payroll and payment outcomes can be evidenced back to the work being delivered. Where those facts remain distributed across downstream organisations, the subcontractor can be left accountable for a delivery position it cannot readily see or defend.

ICCE is designed to keep the lower-tier labour route attributable to the subcontractor's works. Agency participation, worker engagements, work activity, PAYE employment, payroll and payment evidence can remain connected to the relevant package as fulfilment progresses, giving the subcontractor a clearer view of what is happening beneath its position without requiring that view to be reconstructed later from separate supplier records.

The result is clear lower-tier visibility, defensible labour routes and provable worker outcomes: the subcontractor can establish who supported the work, show the route through which that labour was engaged and paid, and provide stronger evidence of employment, payment, fair-treatment and responsible-delivery outcomes to the contractor or buyer above it.

How this is achieved

The ICCE system creates a defined labour route beneath the subcontractor's works, keeping the employment and financial treatment of workers connected to the activity those workers actually support. The most important controls at this level are therefore those that govern how the work is handled, how the worker is employed and how the resulting payment outcome is recorded.

ICCE Engagement Controls

ICCE Engagement Controls keep the requirement, participating parties, work activity, time, changes and corrections inside one controlled route.

This prevents lower-tier labour activity from becoming an informal sequence of delegated transactions and gives the subcontractor an attributable account of how the requirement was actually fulfilled.

ICCE Controlled Employment

ICCE Controlled Employment connects confirmed ICCE-routed work to a clear PAYE employment environment, keeping employment responsibility, worker rights, pay information and employment-process evidence attached to the work.

This provides a more defensible employment route than depending on opaque downstream employment or intermediary arrangements whose substance may be difficult for the subcontractor to establish.

ICCE Trusted Payments

ICCE Trusted Payments preserve the relationship between verified payroll outcomes and the payment activity that follows.

Payment processing remains controlled, tracked and reconciled against the payroll record, reducing the risk that the final financial stage becomes another opaque lower-tier process and giving the subcontractor evidence of the payment outcome attached to the work.

Together, these capabilities give the subcontractor evidence of the labour route itself, not merely evidence that a supplier was appointed. Work, employment and payment remain connected to the package being delivered, creating a much stronger basis for answering contractor and buyer questions about the activity beneath the subcontractor's position.

Evidence and outcomes

For subcontractors, the value of ICCE becomes tangible in the evidence formed around the works being delivered. Requirement, participant, worker, employment route, payroll and payment evidence retain their relationship to the package they support, creating evidence that supports three outcomes central to the subcontractor position: clear lower-tier visibility, defensible labour routes and provable worker outcomes.

Each engagement preserves the operating context in which labour was requested, supplied and used, keeping the agency, worker, activity and completion evidence attached to the relevant works.

The subcontractor can therefore understand who is participating beneath its delivery position, what labour activity is under way and how that activity relates to the package for which it remains accountable.

Defensible labour routes

ICCE-routed work produces a connected PAYE employment position together with the worker acceptance, rights information, challenges, resolutions and corrections arising through the employment process.

The subcontractor gains evidence of how the labour was actually employed and treated, strengthening its ability to explain and defend the route to the contractor or buyer above it.

Provable worker outcomes

Payroll-derived payment activity remains connected to the worker obligation and is tracked and reconciled against the underlying payroll result.

Payment, completion and employment-process evidence can therefore support a more attributable account of worker treatment and responsible delivery against the actual works rather than relying on downstream supplier assertion alone.

The result is a lower-tier labour route that can be understood, evidenced and defended. Employment, payment, fair-treatment and responsible-procurement outcomes remain attributable to the actual work package and can be carried upwards through the project chain.

Subcontractor participation

Subcontractors use ICCE through a desktop works-package workspace focused on labour fulfilment, lower-tier visibility and evidence. Their view is limited to the projects, works packages and supply-line areas in which they are authorised to operate.

The subcontractor remains responsible for the work it delivers and the downstream relationships it uses to fulfil that work. ICCE provides the controlled labour route around those relationships, giving the subcontractor both a practical way to fulfil requirements and a defensible account of what happened beneath its position.

Within that scope, subcontractors manage temporary-labour requirements, work with authorised agencies and follow the resulting worker activity through engagement, employment, payroll and payment.

The workspace shows who is participating, what activity is under way, where action or correction is required and what evidence is being formed against the relevant works.

Access to ICCE

ICCE is seeking feedback, operational insight, consultation and expressions of interest from subcontractors that want clearer lower-tier labour visibility, stronger worker-outcome evidence and a more defensible route for temporary-labour fulfilment. Early discussions will help shape works-package workflows, authorised agency participation, engagement oversight and the evidence required by contractors and buyers above them.

The initial launch pool will include selected organisations aligned around stronger tax compliance, better employment outcomes and responsible procurement. Early participation will allow subcontractors to help shape how ICCE supports lower-tier fulfilment while exploring future access to a more attributable labour route.
