Within ICCE, Buyers—or appointed Framework Operators—define the projects, lots and works packages through which temporary labour is delivered. They can connect approved participants to those structures and see the activity taking place across them. This allows complex programmes to grow without losing control or visibility.
Employment, payroll, payment, worker-treatment and social-value outcomes remain linked to the relevant project, participant and supply route. Reports are produced from the activity itself, allowing Buyers and Framework Operators to review performance, identify issues and move from programme-level results to the supporting evidence without asking every supplier to build a separate report.

Buyer & Framework Operator Participation
Buyers and Framework Operators access the ICCE Platform through a desktop workspace for Framework governance, participant administration, supply-line oversight and reporting. A Buyer operates the workspace directly or appoints a Framework Operator to manage day-to-day administration on its behalf. The Buyer retains authority over required outcomes, programme structures and reporting priorities, while the Framework Operator works within that authority.

ICCE is seeking feedback, insight, consultation and expressions of interest from Buyers and Framework Operators that want to improve how temporary-workforce policy, responsible procurement and assurance requirements are applied across live programmes. Early engagement will help shape Framework administration, supply-line visibility, reporting priorities and the evidence needed to support governance at scale.
ICCE intends to launch with a select group of organisations aligned around stronger tax compliance, better employment outcomes and more responsible temporary-labour delivery.
